I don't believe that. I believe the reason a supervisor told me in Detroit... "It's hold is too low (in other words, the house edge) and if people will play a higher house edge anyways, just offer that."
Basically, a sucker is born every minute, and the sucker bets appeal to those people. I don't play any of them, except 21+3. By the way, the 3-card poker bet is still close to a 3% house edge, which is still high, but Lucky Ladies is 20%, so you can have 1/6 of the play and still make the same amount of money.
