Wow, it seems like Rampart is being really player-unfriendly here. It's a rare situation when this would happen but I saw it happen recently at Park MGM and the dealer did what Wizard mentioned earlier. The cards were tucked under the trips bet to be checked when the dealer went through the end of the hand procedures. It's similar to what they do at the same casino for a separate jackpot bet (I think 6 card royal or something...)

lots of places do that on the 6 card bet for 3 card poker if you fold

Here is are the Ultimate Texas Hold 'Em rules from the Nevada Gaming Control Board web site. I would encourage anyone who plays in Nevada and makes the Trips bet to file a complaint with Gaming if they try to take a winning Trips bet after a fold.

My .02
I've played this game since it first came out, years ago.
Yeah, this wouldn't fly in NJ as well. The rules specifically state
2. If a player folds, the ante and blind wagers of the player shall be collected by the dealer and placed in the table inventory container.
i. If the player has also placed a trips wager, the dealer shall place the cards of the player face down underneath the player's trips wager pending its resolution at the conclusion of the round of play.
You can't "fold" a trips bet in NJ.
and you can't fold until all the community cards are dealt:
(e) After the final two community cards have been dealt, the dealer shall, starting with the player farthest to his or her left and proceeding in a clockwise manner around the table, ask each player who has not yet placed a play wager whether he or she wishes to fold his or her hand or place a play wager equal in amount to his or her ante wager.
Reading the situation, I thought immediately about craps. Let's say someone puts a pass line bet down, a point comes out (4), can the player just tell the dealer, go ahead and take it, he won't make the 4 anyway?
I got stuck playing UTH in Vegas on Monday, I met up with friends at the Aria to watch the game, and of course, every stinking game was $100 min (craps, roulette, BJ) except one UTH table which was $25. I sat at first base, and quickly lost 300 on a 1500 buy in. But then the tables turned and I went on a streak. Eight hours later with the same 25-25-5 bets I went up 2500. The dealers easily made 100 off of my tokes. At one point I stopped, told them to hold my seat so I can go make bets on the Monday night game.
Some weird thoughts. Every time I tried to raise my flat bets, I lost, some gambling God was telling me to stay at 25. Every hand that I had an A with, and made a 4X bet, I lost. After the third hour, every time I got an Ace I just checked and bet 2X and won. In 8 hours, the table (not just me) never saw anything over a full house, which means the trips bet is awful. Averaged about 30 hands an hour, so out of about 250 hands, never saw that 30-1 payout for Quads. I had one full house every hour, so that 9-1 payout is just as bad. I think I am done with the trips bet. Think about this, a 2 or a 12 pays the same 30-1 as does Quads, and how many times are a 2 or 12 rolled in an hour? Heck we have seen shooters throw a bunch of them in a row, but to not see one Quad hand in 8 hours at an entire table was really unusual.
My general gambling philosophy is not to tell other people how to bet, never tell them what to do unless they ask. However, in your situation I would have probably done the same thing, and I wouldn't go to that casino again.

I'd need $5K buy-ins for $150 tables of BJ, Baccarat, or craps, and $25 UTH.

Online sites won't even let you fold until the river bet, this casino and dealer should be ashamed of themselves taking advantage of a newbie.

I play an excessive amount of UTH.
The actions of the dealer and floors were flat out wrong. I've occasionally seen newbies attempt to fold both pre and post flop. Sometimes the dealers will correct them, other times the dealer goes on auto pilot and begins to accept the player folding. In every case myself or another player at the table has intervened and the dealer corrects as needed often commenting on their mistake and apologizing. Floors have been called at times because the dealer wanted to report what they were doing for the eye in the sky and they've always approved.
A few times I've seen someone actually want to fold prior to the river knowing that's not the way the game is played. In each instance the dealer made the player wait until the river to officially fold. Unsurprisingly, some of these players ended up playing their hand after seeing the final two cards.
I've also run into quite a few dealers and floors who have been wrong about requiring a play bet to be made in order for the Trips bet to remain. In every instance I've complained to however high up I needed to go and have always come out on top. This has happened in California, Reno, and Vegas. I assume Rampart doesn't require a play bet to be made and that Wizard simply spoke to a floor who didn't know the rules. It's unfortunately not as rare as it should be.

Many Casinos have a bug up their ass about OTHER players interjecting into hands. Unfortunately for them, I have a sharp eye and a loud voice that will instantly speak up for a new/unattentive player getting the shaft from uncaring dealers/staff.
Numerous times, they revealed a Straight or Flush and the dealer attempted to wipe the hand until I said something. In those cases, the floor obviously agrees with me that "Yea, it's a winning hand, pay them!" And that's the end of that.
Unfortunately, when there is uncertainty of the hand's result and there is a clear signal of folding given, they will usually go with the route that benefits themselves and Not the player. Because it's not YOUR hand, it's technically not your business will be the Line they feed you.
So don't feel this is an injustice, it happens ALL the time and if you catch it and KNOW you have them dead to rights, then make a stink. But if you're just GUESSING for the sake of looking smart, best bet is to just let it go when they refuse your request.
