With higher quads, the premium of a superior pair up top becomes greater, so the conditions for keeping those quads together become stricter. 2-6 are always kept together. 7-10 are kept together if you can put an ace or better up. For J-K, you need to be able to put a pair of 10s or better up...but for Aces, the restriction is lessened. Only 7s up are good enough.
Why is this? It seems counter-intuitive to me. It almost seems like the house would want to always split quad Aces.

Good pick up. No way I split 4 jacks with a pair of 9's. JJJJx/99 seems far better than JJ99x/JJ
