A few days ago, I saw someone playing UTH with just the ante and play but without playing the blind. I stopped to see the commotion when he finally lost. Nothing happened. He played again. The pit boss came by with his player card, the dealer kept dealing. It was all normal as if that was the way the game is played.

So two questions: 1) This isn't the way the game is played is it? I've never seen it before.

2) What is the player edge not having to play the blind which only wins on a straight+?

1) No.

2) Very good. As in the game will get destroyed by APs in a matter of days good. If your ethical standards allow, I would take your bankroll back to that place immediately and play until they figure it out. It won't last.

We had something similar here in Columbus with Crazy 4 Poker. The betting structure is similar (it's called the Super Bonus, not the Blind.) Due to a quirk in the way the rules were submitted to the Gaming Commission, someone figured out they didn't have to play the Super Bonus.

The game became so profitable that people sold their seats at the table. After two days, though, management shut the game down until the law was changed.

If I were you, I'd play the hell out of that game.
