In the case of a scoreless first quarter and a scoreless third quarter, the answer would be "yes."
"Yes, an equal number of points were scored in the third quarter as were scored in the first quarter." (Zero points were scored.)
However, if the third quarter had more points scored than the first quarter, the answer would then be "no."
That's how I read the question.
On the flipside, what if the first quarter is scoreless, but an earthquake during Beyonce's halftime exit causes the second half to be cancelled. Since both a scoreless first and a non-played third quarter have the same points scored, is it a tie?

Whichever the refs announce first will be heads. Whoever gets the first points has scored first.

Brady and Newton are two entirely different animals. I had Denver beating the Pats precisely because I thought the Denver D would be awfully good. I am now picking Carolina because I don't think that Denver can stop the combination of Newton running and passing and Stewart running. If one of the Carolina receivers steps up (besides Olsen) then it becomes a blowout, but I do expect a low scoring game because the Carolina receivers are iffy. My call is Carolina 23 to 13.

First of all, congratulations to FourFiveFace on a great win! FourFiveFace went into the Super Bowl with a three-way tie for the lead, and both Wizard and FourFiveFace picked the game correctly, but FFF ran away with it by answering 8/10 questions correctly!
SOOPOO, likely anticipating the Dog Picks on the parts of Wizard and FourFiveFace, went the opposite way and it didn't work out for him this time...but I do like the strategy. SOOPOO probably figured Wizard would play historical results of all NFL games (Dog, Under) and thought FFF would either take the Broncos or the Under, so a result of CAR/OVER might make the questions irrelevant...at least as far as the individuals tied with him were concerned.
I hope everyone enjoyed the new format because it is here to stay! Again, the objective of this format is essentially to at least get everyone to the Conference Championship games still having a chance, and I feel like this format accomplished that. In fact, if we look at JML24 jumping from 13 to 27 and SteelDCo jumping from 13 to 25, I'd say the top half of the players had an outside shot at winning.
