This is probably the simplest worded document I've found describing "Video lottery terminals"
What is SUPER odd is that this is a "Class III Gaming Compact" and from what I thought I understood about Class III gaming was that it was RNG based, and this seems to be describing what I thought was a Class II type of system.

I’m not sure why Washington pull tab are not Class II, but Class III is just anything that is not Class I or II.

The last time I played slots in Washington, at the Northern Lights casino, the slots seemed like what you would see in Vegas, except you couldn't put cash directly in. You had to go to a machine to put in cash to buy a voucher and then put the voucher in the machine.
When I asked an employee about the reason for this, using the term "slots" in the question, she strongly emphasized that the so-called gaming devices were not "slots."

They are virtual pulltab games like New York state racinos. Games of skill like video poker are worthless on them.
