There's many factors that go into getting free play. Some of the best casinos start you out with only $5 in free play. It may be a deal where you only have to play $5 to get $5. That's a hell of a deal if you're almost broke and can't even afford a haircut.
From the original story I assume this kid didn't give the casino much more than a few bucks in action in the first place, so that tells me they do probably give good free play.
Its obvious he just doesn't know how to play free play, He certainly doesn't know how minimizing variance.
If he is getting the same amount in free play each time, the fact that the amount of cash he he's been generating from that has been going down really has nothing to do with the casino being sucky or not.

I don't know any casino that gives $5 free-play for $5 action. The best promotions (aside from one-offs like a new membership) are usually about fifty coin-in will get you ten bucks in free action.
What the OP is doing may be offset betting (e-craps or e-roulette) to earn points sufficient for the promotion at a cost of $5. (the OP seemed pretty definite it costs $5 so that points to this action) and is upset he is not making a profit.
With only $5 free-play it is very difficult to turn that over at slots. Too small to experiment on a machine to see how its doing and move on.
Also, we don't know where he lives. Don't forget some states, video poker is class II only so his option may really only be slots.

I was able to change almost the whole amount of $3 free play into cash(I was only about 10 cents off from getting the full $3 in cash. Much better than my three losing free play trips to Hialeah.

Yes. Whatever money you win is yours. For example, I put in a $5 bill in Treasures Of Troy and I ended up getting a good hit that doubled my money(Think it was four Helen symbols for $5). I was able to keep the extra $5 that I won and I still got the $5 in free play. :)
One casino, Boomtown in Biloxi/Ocean Springs will let your free play load to the machine - and you don't even have to play it. You can just cash it out and leave.
I've yet to do this, as I went there to gamble. A free 40 to 100 bucks is nice though. Well worth the trip from Mobile.
I've gotten into a bit of a habit spreading my play around so that I can get free play at multiple spots. It doesn't seem like a casino will reward frequent, loyal play the way they should. I go once a week, sometimes every other week and bring $400 bucks each time. I got $20 bucks in bonus free play, plus $60 for each of the 5 weeks in November. My mother has gone three times this year, took $100 and they are sending her a $30 bonus in free play, with just $25 per week. I get more, but given the disparity in amount gamed, it would seem like I should get a lot more.
So, after spreading out my play from just the Palace to the IP, Boomtown and Harrah's,, with the same $, I've increased my free play by quite a bit.

First of all, your title claim "Free play not equaling amount in cash?" should be obvious. Freeplay is not a win, it is merely free coin-in. While it is everyone's desire to win more money than they put into the machine, I think everyone knows that the expected return is less.
It is my understanding that the player must insert a minimum of $5 into the machine to be able to use the freeplay. After each spin, the amount bet is reduced from the freeplay and added to your credit balance. So if you have $5 freeplay and put $5 into the machine, the machine will show $5 credit. If you spin for $1, the remaining freeplay balance will be $4 and your credit will still be $5 plus any winnings from the spin. After five spins, the freeplay balance will be $0 and your credit will be $5 plus the winnings from the five spins. You can cash out now, not having spent any money, and pocket whatever winnings you made from the freeplay.
I used $25 freeplay tonight at $1 per spin and won around $2.
But in reality I doubt anyone is traveling anywhere for 5 dollars so there isn't any real point to debate with him -the bus and gas would both make it a complete waste of time

I also picked the blue and got $15. The additional $10 was from the Aliante Armada kiosk game. I went back today, got another $10 freeplay, and won over $50 from a Quick Hit machine.

It depends. If it's something like a shark, gift box, christmas deer, etc. then it can do whatever it wants (probably not "fair").
If it's something like a die rolling, then the number the die lands on has to be fair, meaning 1/6 chance for each of the sides to land on.
