It is call 7UP Baccarat.
7UP Baccarat has only 3 cards dealt from the shoe initially the exception being the that the "first" card to the player is always a "7" as printed on the table layout compared to normal baccarat that has 4 cards dealt initially. Normal baccarat drawing rules then apply.
You have the chance to win bets paid at higher odds, if the Bank winning hand is a total of 7 it pays 7 it pays 9 to5
Tie- All winning hands are paid 7 to1 excepting when both hands have a point total of 7 in which case all winners are paid 9 to 1.
You may bet on: Player, Banker, Tie, Super 7's.
Banker win with point total of 7, HA 2.56%
Player win with point total of 7 pays 1 to2 and with any other total 1 to 1, HA 2.60%

You are referring to the normal baccarat game. This is a different game with very different pay tables.

This game is dealt from a shoe, I have played it there
The game did not appear to be very popular compared to regular baccarat
I am not sure if the cards are factory prepared or casino prepared

Maybe I'm missing it somewhere, but not seeing info either way (including on the WoO page): is there a commission on Banker wins, or does the higher HE allow them to offer this commission-free?
If the House lost every hand, they wouldn't deal the game.
