The sites are supposed to be policing that sort of thing. They have caught groups and individuals(some who were kind of known) doing such things(usually because a savvy poker player figures it out) and their funds are frozen and distributed back to the players affected.
I'm not really sure what your idea is or what you mean by moving it to the blockchain, but in my mind I'm thinking that means instant payouts and total anonymity if you wish. If that's the case, and poker is running via the blockchain(and perhaps someplace hooker is running on the blockchain, I've seen it mentioned before) it would just be a total bot, collusion and who knows what else "cheat" fest. I guess it would come down to who's computer factory is better.
I'd like to add, there's some really good sharp poker players out there who have the, money, ability and knowledge to set stuff like this up and the only thing keeping them from doing it is the fear of getting caught and their reputation in the poker Community being shot.
If your idea is just alternative to the current in-house random number generators and a way to check Randomness and whatnot(again, I really don't know how all that works) then excuse my intrusion.
