11 pays 15:1. So, $5 bet on a call of 11 pays: $75 win + $5 bet = $80 total. At least that's what I thought. Yesterday, Vegas casino told me no, payout on that bet is just $75 win and the $5 falls. Dealer explained 11 pays 15 FOR 1, not 15 TO 1. Is this correct? And when did nuance on 15 for 1 vs. 15 to 1 come into the picture?

It helps to read the felt to discern the difference between 15 for 1 and 15 to 1. If it's 15 to 1, they'll send you your $75 and rebet the $5 for you, unless you ask to take it down; or they pay you $80 and you tell them you want to rebet then they'll pay you $75. I don't know which. People who make the bet regularly would know.

Some casinos pay 16 for 1, some 15 for 1, etc, but they will ALWAYS have 'for' or 'to' printed on the felt to prevent the confusion that ':' causes.
And they'll usually use the x FOR 1 terminology because it sounds better. I.E. 16 for 1 is the same as 15 to 1, but 16 is higher than 15, etc.
Your comment that the initial bet "falls" makes me think you mean they use "for" procedure and the initial bet is put in the casino's rack.
That's just wrong. Dealers will always pay using the TO procedure so as to keep the initial bet on the layout. I.E. If the felt says 15 for 1, they'll pay you 14, and leave the bet up.

Next time instead of betting 11 (E), try "hopping" the 11 to see if you get paid 15 to 1.
