Hello, I am wondering if anyone knows of a place in the US that offers the blackjack side bet Over/Under 13. The only casino that I know of offering it is giving me some serious heat and I know I'm not going to last there much longer. Thanks.

Nowhere else in US. Listen to me. Take a break from there. Don't play the over/under, double deck or high limit when you come back, play unrated if you still can. Play the other games as aggressively as you want. You're welcome.

I think they have it at the Oasis casino in Managua, Nicaragua.

He won't kill it, they keep it there with a low max bet on purpose. He'll just kill his opportunity to play other stuff there long term. I don't care, his choice, his alternatives.

Correct. They even advertise the bet on their website. It's a $25 max and you cannot bet more on it than you have on your original blackjack bet.
