I noticed in the Wizard's last set of questions he translated his "Simple Strategy" into words to aid readers for visually impaired people, and mentioned it would take too long to do the same for the full standard BS chart. I think I've got a translation that is a reasonable length of the 4-8 deck, S17 chart (I could probably do one for any of the other rule sets as well). To cut down the length, I've put it in a hierarchical format; you should read from top to bottom, and proceed down only if you can't do an earlier step or the step does not say that you should surrender/split/double.

Surrender:
Surrender hard 16 (but not a pair of 8s) vs. dealer 9, 10, or A, and hard 15 vs. dealer 10.

Split:
Always split aces and 8s.
Never split 5s and 10s.
Split 2s and 3s against a dealer 4-7, and against a 2 or 3 if DAS is allowed.
Split 4s only if DAS is allowed and the dealer shows a 5 or 6.
Split 6s against a dealer 3-6, and against a 2 if DAS is allowed.
Split 7s against a dealer 2-7.
Split 9s against a dealer 2-6 or 8-9.

Double:
Double hard 9 vs. dealer 3-6.
Double hard 10 except against a dealer 10 or A.
Double hard 11 except against a dealer A.
Double soft 13 or 14 vs. dealer 5-6.
Double soft 15 or 16 vs. dealer 4-6.
Double soft 17 or 18 vs. dealer 3-6.

Hit/Stand:
Always hit hard 11 or less.
Stand on hard 12 against a dealer 4-6, otherwise hit.
Stand on hard 13-16 against a dealer 2-6, otherwise hit.
Always stand on hard 17 or more.
Always hit soft 17 or less.
Stand on soft 18 except hit against a dealer 9, 10, or A.
Always stand on soft 19 or more.

Never take insurance or even money under any set of rules (except take even money if blackjacks pay only 6:5).

Yes, you certainly may. If you'd prefer, you can mention my name as "Kelly" (if you do not need to be more specific; if so mention my WoV username). I do not wish to reveal my last name here, and if you're using pronouns to refer to me they should be masculine (since with my first name it may be confusing). The same would apply if you or someone else asks me to do it with another rule set.

Surrender 15, a pair of 8s, and 17 vs. dealer A.
Double 11 vs. dealer A.
Double soft 18 vs. dealer 2.
Double soft 19 vs. dealer 6.

The way I usually suggest to people who want to memorize the BS is divide the strategy "field" in two halves depending on the dealer's card - "left" if the upcard is less than 7, and "right" otherwise.

Now, in the "left" field, you:
- Split 2,3 except against 2 or 3 if no DAS is allowed.
- Split 6-9 except 6 against 2 if no DAS is allowed.
- Split 4's against 5 or 6 is DAS is allowed.
- Double any soft hand less than 19 if half of your second card value plus the upcard is above 5 (rounding down).
- Double 9-11 except 9 against 2
- Stand anything above 11, except hit 12 against 2 or 3
- Otherwise hit.

And on the "right" field:
- Split 2,3 and 7 against 7, 9 against 8 or 9, and 8s and aces against any card.
- Double 10 and 11 if your score is higher than dealer's.
- Surrender 15 against 10, and 16 against 9-A.
- Stand on hard 17+ or soft 18+, except hit soft 18 against 9-A
- Otherwise hit.

I think, this is even shorter :)
Without the "no DAS" exceptions, the first three lines are collapsed into one:
- Split 2,3 and 6-9.
