With allowances that deals are often only 4 or 5 cards , do any statistics exist on how often the Banker will receive a sixth and final card in an 8 deck shoe ?

You are correct - it is for a 6-deck shoe.
8 decks reduces to 3018415175 / 9501213267 = 0.31768734057, which matches your number. (Your numerator and denominator share a factor of 28 x 3 x 5 x 137.)
