My questions are as follows
Does 3 rolls then off sound correct?
Can this play be done with a lesser amount (I have a much smaller bankroll then this guy had)
$44 inside then $20 laying 4 and 10 or do I need a min of $41 each on the 4 and 10

The best part about his system is that he sometimes turned off the negative place bets. The best system would be to turn off the place bets every roll.

To the OP: Don't listen to the "genious". You can lay the 4 or 10 for $20, if you want. The problem is that although the commission is $0.50, the house will round it up to $1.00. So you will end up paying 10% commission instead of 5%.
