I find those lyrics confusing. Seemed like Stagger Lee took all of Billy’s money and his Stetson hat. But then Stagger Lee also seems like he lost so went and got his gun.
The race is not always to the swift, nor the battle to the strong; but that is the way to bet.

I recall very-slightly-different lyrics from when the song was popular. In this thread presentation, there is also likely some confusion as to which party is making what comments. For example, in the fifth couplet, I think that Stagger Lee cried "Billy" and accused him of improperly claiming (in the previous couplet) that the 7 that Lee rolled was an 8. (I remember the lyrics for the second line of that fifth couplet being "I can't let you go with that.")

So with this interpretation of who said what, it was Billy who took all of Stagger Lee's money, perhaps improperly, along with Stagger Lee's hat, leading Stagger Lee to go home and get armed. In the tenth couplet, as I recall, it is Billy who cried "Stagger Lee, please don't take my life", etc. Lots of possible confusion when you leave out the quotation marks and commas.

according to the link, which is pretty interesting and has other commentary, there are 170 different versions of the song

originally it was a folk tune called "Ballad of Stack - O - Lee"___________so confusion is understandable

and it was inspired by a real person - Texas born Lee Shelton - nicknamed Stagger Lee - a gambler who shot and killed Billy Lyons on Christmas night in 1895

I wrote what I did from memory - it probably isn't 100% correct and doesn't exactly match any version

anyway - what a great song

There is a sequel to the song where a woman seeks revenge on Stagger for shooting her boyfriend Billy in the head after Billy won Stagger's lucky hat. After the police won't do anything to Stagger, she takes matters into her own hands and shoots him in the balls.
The difference between fiction and reality is that fiction is supposed to make sense.
