It works every time. I had a terrible financial crisis 10 years ago, with quite a few debt collectors calling me every day, and when I found out about this law, I wrote them and never heard from them again. They take it seriously because the civil punishment is $1,000 per violation (that's per phone call, per letter sent, after you get the return receipt back).
The only communication they are allowed after getting a C&D letter is to let you know that they are going to sue you, and they must follow through or that letter will cost them $1,000. It's rare they sue people because that costs money, and it's hard to squeeze blood out of a turnip, so they just write it off. The biggest single bill I had was $20,000, and they didn't sue me over that one.
Fraud means someone else used your card without your permission. You did use your own card and then falsely claimed it was fraud. Okay, so the "victim" here is just a scummy debt collector, but the best thing to do is send that C&D letter.
When can they report to your credit?
I have one trying to nab me for $150 that I have no idea about. Lots of nasty emails and voice mails saying they are going to report it to my credit. I just keep ignoring them.
Debt collection laws are written for the dumb, not the person of even ordinary intelligence.

oh man. i have some fond memories of jokers wild when i was a broke college student. I ate their $2-something breakfast special and played their $0.10 roulette for hours until my belly was full of bud lights. I may have spent MAYBE $20 for breakfast, hours of roulette, and 6-7 buds. Good memories. Too bad Ms. Siegfried won't step in a dive joint with me! I wonder if they still have $0.10 a chip roulette. I'm not a big roulette player, but there's nothing like spreading and splashing those $0.10 chips on the table like a highroller. The cocktail waitresses were super nice and grateful even if you tip them a dollar a drink.

After playing for about 5 minutes two suits came up and said they had to shut down my machine as it was broken. I played dumb and they let me cash out my credits and keep all the coins in the tray.

Not to mention salad bowls and serving platters. I think that they purchase overstock at extremely discounted prices and take a tax deduction for full value. Thus making some money on taxes thru income offsetting. Damn APing casinos. Explains why they rarely have something of any real usefulness or value.

Every car I've bought since around 2012 has automatic locking doors. My current one locks them as soon as you are going about 5MPH.

Oh yeah, Child Safety locks. I remember trolling my Mom as a child myself. I KNEW Mom's car had the child safety lock so I pretended to be opening the door on a busy highway. I knew there was no way I was going to be able to open up the door with the CS on the car. Mom freaked out as many parents would have. In hindsight, that was actually pretty dangerous to get my Mom freaked out on a busy highway. I've been binging Attack on Titan, and Full Metal Alchemist lately. Titan's probably the best anime I've seen in a long time.

I was a big anime and manga fan back in the late 80's and early 90's, but back then that stuff was almost impossible to come by in small-town America, so my interest kind of waned simply due to lack of product. Here's an update about the bill just passed in Oklahoma regarding legalization of roulette and craps in our Tribal casinos. Looks like they have to wait until July before the law actually goes into effect, but it sounds like they'll be ready go as soon as that happens.
