Why is the House Advantage for the blackjack TriLux side bet (25:1, 15:1, 10:1, 5:1) higher than than the 21+3 side bet where all payouts are 9:1?

Because paying the flush 5:1 instead of 9:1 adds about 22% or so to the house edge. All the increases in the top payouts, which are much more rare, can't overcome that.
