Amazingly, this came up about a huge Republican contributor and supporter in the midst of an election...

Better to talk about Steve Wynn who was a huge
Obama supporter and contributer in 2008. Now
he hates Obama's guts and is vocal about it. He's
convinced Obama's policies are ruining the country
and 4 more years of him might make the damage
irreversible.

I am amazed to think that something as unbelievably huge as Macau developed without some backdoor dealing.

The Parthenon of Arturo Durazo Moreno , chief of police in Mexico city from 1976-1982. He was arrested in 1984 and incarcerated on multiple counts of corruption, extortion, tax evasion, smuggling and possession of illegal weapons and cocaine trade kickbacks. His home is not in very good shape today, but it is a popular tourist attraction.
Outright bribery is the law of the land in many countries. If it isn't then extensive schmoozing certainly is. The average wage of a Mexican police officer is $350 per month, around that of a builder's laborer. No matter how you feel about the issue, "la mordida" is simply a fact of life.

He even mentions it vociferously on the WYNN conference calls

I was stationed in San Antonio in the 1960's. Made a few trips to Nueva Laredo. Always gave a kid $2 to watch my car and once deciding which house of ill repute my girlfriend was working at. would always find the policeman for that block and give him $10 American. On more than one occasion, it turned out to be a great investment.
I tried my best not to be an ugly american, to the point of controlled violence when some serviceman or Texas asshole would try and stiff a working girl.
