When does a suspended member appear as red?

Of course in the primary Home Page view if the last post for a given thread that appears on the Home Page / Recent Threads was made by a now suspended member, and also here:

MEMBERS IN GOOD STANDING WHO HAVE VISITED THE FORUM TODAY
?
