Looks like an interesting game,sorry can't help with the strategy.
The mountain is tall but grass grows on top of the mountain.

The optimal strategy on a complex game would entail a computer simulation run, not easy to do, actually an investment.
The EV strength rating tables would be needed to be generated, with long runs to refine this data, from which a good and representative written strategy can be determined, from that data.
For new games, a strategy to get the players going and playing well would be desired, for the game to be more quickly played well and accepted. If vital, a gaming mathematician (such as Total Gaming Science) can be called, if a good Samaritan cannot be found here. Not an easy task.
