The bet they offered was to be the best in the Western Conference excluding the Houston Rockets. So now that they play the Houston Rockets in the Western Conference Finals, they are automatically the best excluding the Rockets.

Sounds right. There was a time when Nevada casinos could offer futures bets on "which team will do best in the NCAA men's basketball championship, besides UNLV or Nevada/UN-Reno"; this was just before the ban on betting on those schools was lifted sometime in 2001.
