People are too lazy to cash out the voucher and take it to the cage or put it in the next machine or put it in the donation bin. To look less conspicuous, put $20 in the machine with the leftover credits and play a little then cash-out. But most of the time, if there's more than a few dollars left, somebody probably just stepped away from the machine for a few minutes and they may be back in a few minutes, so wait up for a return visit from a stranger. The casino workers go around cashing out abandoned machines, so you've got to beat them to the money and sometimes you can't.

I don't go around looking for vouchers on empty machines like I know I could if I wanted to. I'm sure I'd look suspicious anyway. It'd be more happenstance that I saw credits on a machine that I was walking by that I happened to look at. I really don't play slots much, so it's not my thing. Bubble craps is a different story and I've mentioned it elsewhere, but it interferes with the game when somebody leaves 5 cents on the machine so I'll cash it out.

I'm paranoid that security or someone else will come back for the cash so if i want to play a machine that has $0.30 on it I will cash it out, play, and either leave the ticket or put it back in. It's not worth a bad interaction with someone public/security to grab that 30 cent.

When I clicked the link I somehow ended up at a video about Nazis in Florida (note -- making no statement about it). However, it's no big secret that homeless people troll around the casinos looking for abandoned credits in machines. From personal experience, it's not hard to find machines or vouchers with a few cents here and here (which I don't touch). However, I doubt one could make more than about $10 an hour trolling casinos doing this. I am open to being proven wrong.
