I used the wizard of the odds house edge calculator, and came up short. I belong to a club who recently changed their blackjack rules, and I'm hoping to find out the edge that they now have. The new rules are as follows:

4 decks are used
5 card charlie pays 1:1
Blackjack pays 2:1
Player loses on EVERY push.
Players cannot split different 10's (eg. cannot split a K and a Q. Only KK,QQ,JJ,1010)
Players cannot split Aces.
Players can resplit as many times as they want
Players can ONLY double down on 11.
Dealer shows black jack with either Ace or 10 showing.
Dealer stays on soft 17.

Can anybody help me out?

The house edge is at least 4.58%, based on the Wizard's blackjack rule variations page. The fact that you can only double down on 11 (not 10 and 11) makes the house edge even higher than 4.58%, but I'm not sure how much.

The house edge with total dependent strategy is about 6.78%.

What sort of a club has such rules that so favor the house rather than giving the players a more reasonable margin.
