Progressive roulette

I have a question for someone smarter than me. I have a friend who has won a little using a progressive system, I have tried to explain to him the numbers and that he doesn't have it "figured out". The system is start by betting 1 on the fourth (9 numbers) 1,13, 36 - 5. bet 1,1,1,2,2,2,3,3,3 until it hits then start over. However it starts with only 100 dollars in so there is little margin for missing. Could someone figure out the risk of ruin (or any other numbers) for this strategy for doubling up or making more? Thanks
