I don't know what they are currently distributing in Nevada.... If they have been distributing progressive systems, shouldn't they already require a manufacturer license?

Well, I don't know all the details about Nevada, but it's loosely a progressive system. As it works now, its basically the same as a poker bad beat jackpot fund.
Wagers are tallied each day and the jackpot is updated once per day. That's why they call it a Bonus Jackpot System and not a progressive. Maybe they are switching to a real time bet tally and update, which would make it a true progressive?

I think the Poker Room'd bad beat jackpot is a legitimate Progressive, may not be a real time progressive.

BTW, what if the bad beat jackpot get hit twice or 3 times in the same day??

There is an automatic reset number that gets input after a jackpot gets paid. Something like 60% of all wagers get paid back in smaller table wins, 5% goes to the current jackpot. 10 to the reset amount (or viceaversa) and 25% is the house hold.
