Topless dealers would be an excellent idea! You would have people staying on the tables for ever and giving all their money away.. I too would probably relinquish my hit-and-run strategy.

However, be prepared, the feminist will speak out that there needs to be male dealers without clothes as well. It would give a whole new meaning to the word stickman on the craps table.

Yes, if they are a passive investor. If they are anyway involved with operations, like I assume a co-op would be, then they would all need to be licensed.
At my age, a "Life In Prison" sentence is not much of a deterrent.

hooters is the perfect example of a shoestring casino.

Bought the San Remo hotel but it was merely a cosmetic rehab, not a renovation.

Good casino but the personnel were not happy and no one tried to make them happy.

The hotel and casino were accessories to the Chicken Wings..... and no one needs something like that.
