I guess they can't political or offensive? I guess it doesn't really matter what it is, it matters what a certain percentage of people think it represents? Would it matter if it's picture garden gnomes ass or a picture real females ass? I thought it was a picture of a real persons ass, I assumed it was a guys. Is a picture of an ass appropriate, does it fall under that keep it PG rule? What if somebody had an avatar of a turquoise dress with a frontal bulge in it, would that be inappropriate or considered a political statement?
I can't believe that somebody went out of their way to complain about an avatar of somebody that's not even posting anymore. I think people should be able to have any Avatar they want, within reason.

This is an adult centric forum, theoretically Las Vegas based, where we have had open discussions on prostitution, drugs, etc.... Bob's avatar is stupid, but really, who really gives a frick? If he likes it, let him keep it.

I think it only stops at what the management of the site says. I don't think rules are necessary and the management can take down anything they don't like. We are just guests here with free will not to read or post here.
