All three zeros were bunched together at one corner.

On a physical wheel, I would have raised an eyebrow as well, but it is electronic, so the locations of the numbers on the wheel are irrelevant.

I only see that grouping on the tote board.
I am assuming the numbers immediately below the "NO MORE BETS" on the layout correspond with a wheel layout.
Is this a stadium style game?

I think those are the most recent numbers hit. With individual betting terminals, it probably works better than a single tower.

OK. I'm happy to stand corrected.
A quick review of the TCS John Huxley website shows that at least some of their triple zero wheels seem to group the zeroes together, just as indicated on the tote board.

No, it was on the physical layout as well.
The wheel was a physical glass enclosure type and the wheel matched the graphic layout of the pic.
The reason I didn't take a pic of the wheel itself was the wheel had no lighting and I couldn't get a clear pic. It was dark and difficult to see even from a seated or standing position.
It was a rather large table but singular, not stadium. I didn't count seats but I estimate about twelve in all.

I didn't realize there was a physical wheel along with the displayed one. Having them together on the physical wheel doesn't pass the smell test. It's possible that somebody wanted it that way to be able to allow a 13th block of three numbers for the Chinese Horoscope bets.

And that means its probably not that tricky to change. Otherwise there might be issues if you wanted to sell old wheels to low budget casinos.
