Star Group in Australia recently reported a win rate for the first half of FY16 which was well below theoretical levels (they won at 0.88% instead of a claimed theoretical win rate of 1.35%).
I am confused though.

For an 8 deck game according to your charts, the following house edge exists
Player 1.24%
Banker 1.06%
Tie 14.36%
Pair 10.36%

So if the casino is using a normalized win rate of 1.35%, is that suggesting that the weighted average win rate of all bets combined is ~1.35%?

Does this also mean that if we take an extreme and assume ALL players simply bet the Banker, the theoretical win rate for that period would only be 1.06%?

Finally, are there any other commissions that players pay to the house?
