We all have heard of those machines and bingo jackpots of $1199 to avoid a W-2G. Everybody knows why but no one says it openly. Well on April 15 San Manuel Bingo and Casino in Southern California will have "Beat the Taxman Bingo", with a description that may cross the line:

Win any of our 15 regular session games and no one will ever have to know, not even the taxman! Games pay out $1199 each - a dollar below IRS reporting limits. We're not advocating a tax revolt; we're just trying to save you some money. Buy-in is $20 and includes a $40 bingo rebate book. The day includes these extras: Quickies paying $1000 each; Dual Daub and Hang the Taxman paying $1199 each; and Super, Late Game, and DIY jackpot consolations paying $1199 each.

The flyer is the usual opaqueness you have with these $1199 promos - http://www.sanmanuel.com/index.php/events/event/beat-the-taxman-bingo/2012-04-15 - but the above description comes from their monthly freeplay book sent to thousands of people on their mailing list.

Many LV Casinos used to push their VP machines as keeping the Jackpot at $1199. Good advertising gimmick, but the game rules and odds are still what counts.
