I always wondered why this didn't happen outside the Wynn and Encore buildings too. I mean, just down the street at UNLV (on Flamingo) there's a solar collector dish designed to focus the sun's rays into a point. This isn't news to anyone who was once a little kid with a magnifying lens.
If it were up to me, I'd install solar panels 20 feet off the ground to capture the energy and use it productively. I wonder what their fix will be.
