1) I say it's the Firebet in Craps if you don't count cards.
$10max
You win if the shooter hits 4+ different points before a 7:
4 points 25:1 aka $250
5 points 250:1 aka $2500
6 points 1000:1 aka $10k (altho you will get a W2G for this since it's more than 300:1 odds)
20.7% house edge
2) if you do count cards, then the Lucky Ladies sidebet in Blackjack is where it's at.
Getting 2 face cards as your first 2 cards is 4:1 but if you get 2 red queens then it's 1000:1
when you have a good count, play the Lucky Ladies

I quite like the fortune side bet in PGP. The house even lets you make it when you bank.
And it's got a nice payoff matrix ranging from huge wins to nice little scores for hands like 4 of a kind or straight flushes. Plus the envy bonuses if the table is full.

I don't know if roulette would be a sucker bet, but I doubt there is a better way to win $7000 with a $200 bank roll.
