I'm traveling to Costa Rica next month and the resort I'm staying at has its own casino. What is it that keeps these casinos in lesser developed countries fair? I know here in the US there are government agencies that regulate gambling. That too can of course have corruption, especially when so much money is involved. I realize the house always has an edge even without cheating and I'm not playing high enough stakes to really be worth their time to cheat. I'm just curious how these foreign casinos are regulated and how I know the games I'm playing are fair and up to the standards that I'm used to in US casinos.

I've played in CR (San Jose and Playa Jaco), and yes, for low-level stakes friendly play, all in fine.

Do NOT expect the same level of "the customer is always right and is to be appeased at all costs," the way it is in some competitive American markets.

Thank you for the reply. I don't expect to be pampered and they've made it very clear that the one place the drinks are not "all inclusive" at the resort is in the casino. That's understandable considering you don't really have other options as there is no competition easily accessible. How do you know that all was fine? I would think with no competition it would only make sense to rig slots so they don't hit the biggest jackpot, etc. How would anybody ever know the difference? I doubt in these lesser developed countries there are enough resources to police how fair a casino is. I don't play slots, that was just the first example that came to mind, but I'm genuinely interested in how these foreign casinos are regulated or if they are at all. Thank you for the reply and I will definitely check out the blogs you recommended.

Casinos anywhere in the world do not have to cheat to make money from punters. The absence of strict regulation like in the US does not generally mean that casinos in less developed countries with little or no regulation will cheat you.
Foreign casino where you will see lots of local regulars playing is the best indication that there is no cheating involved. Local regulars would have dissapered from the casino if there was cheating (losing their money much faster than normal and rarely winning).
On the opposite hand a casino which is consisently almost empty and only attracts the occasional tourist has the potential and risk that it might cheat on the unsuspecting tourist. The very few times that I have been cheated, it was in such a casino.
But I would say that 99,9% of foreign casinos (even in very undeveloped countries with zero regulation) do not cheat, so it is not really an issue.
