There is a back route to go from the Rio to City Center. Slightly over 1 mile through industrial zone.
1) From the front door of Rio Casino cross through the light onto Hotel Rio Drive. Road will curve so you end up pointing East.
2) Make a right onto S. Dean Martin Drive paralleling I-15.
3) About 600 yards later take a left on Business Lane (may be unmarked)
4) One block later make a left on Aldebaran Avenue (may be unmarked)
5) At T intersection make a left on W. Harmon Avenue
You will be circling Panorama Tower North
6) Cross overpass of Interstate 15 and pull into city Center Self park or Valet park

On a normal weekend this route will bypass a lot of traffic and get you to City Center in minutes. On New Year's Eve you must make a reservation at a City Center restaurant. They close the overpass to most traffic, unless you have a restaurant reservation. Even so you can't go last minute because the City Center garage is full. This allows you front line parking for the New Year's festivities without an hour long wait to get in and out of a garage, or the need to pay exorbitant room rates to be right on the strip. Rio should be much cheaper.

The normal route on New Year's would be to walk East on Flamingo, South on Las Vegas Blvd and turn right into City Center. This is roughly a 1.5 miles and difficult to do for women who are dressed and wearing heels.

Wild Wild West Days Inn on Tropicana,
La Quinta Inn Tropican,
Budget Suites 3655 W Trop. Ave.
Extended StayAmerica Las Vegas - Valley View
or several other budget hotels that can be reserved now for as little as $60 a night for New Year's 2011. If you do not have a car the walk is tolerable (not for single women). But practice the route before the big night, or very carefully mark it out on mapping software. The general industrial nature of the area, and the train tracks makes it unforgiving of mistakes. The Badda Bing stripclub is the largest commercial business in this triangular industrial area bounded by the train tracks to the west and north, Tropicana Avenue to the south, and I-15 to the east.

This information may be a little more relevant now that it's closer to New Years Eve.

So I will be spending NYE in LV. What is there to do? I know there is the paid thing on Fremont Street. Is the one on the Strip free? I also got invited to a VIP party at Terrible's (isn't that an oxymoron?), comped.

For a while they were charging as much as $100 for Fremont street, but a few years ago it was free.
