Within minutes of snagging the first casino license in Massechusetts, Penn National announced plans to fight repeal of the casino law.

Can't say as I blame them. All these popularly generated ballot initiatives are nothing but special interest legislation anyway and are run by lawyers, lobbyists, fund raisers and speech writers, not "grass roots voters'' but "Cash Roots Voters".
However, it is surely understandable that no one will construct the Bricks and Mortars if they can be voted out of existence at the whim of someone else's Cash Roots group.
