Apparently you can bet on whether the New England captain calls heads or tails. Gambler reaches out to such captain and says he will donate $10,000 to captain's favorite charity if captain chooses tails. Captain does so, and gambler fulfills promise to make donation. Gambler also gets down substantial bets on tails. Makes $1,000,000.
I assume laws have been broken?

I asked this sort of question in another thread. What's to stop the toss caller to have a friend or multiple friends bet huge amounts of money on a guaranteed winner. Nobody answered.

What's to stop the singer from betting on the length of the National Anthem.
There's a reason why they call these sucker bets.

Apparently the scenario you described would fit under the "collusion" statute. It all depends on how the law was written, and possibly a poorly written law could create a loophole that make this form of collusion legal.

What exactly is in the statute with regarding collusion? May be the racist, sexist, rapist, and leecher Trump himself, or his lawyer can answer your question.

And the racist, sexist, rapist, and leecher Trump who publicly acknowledged that he had exploited the system for his own personal gain gets away with murder and now is a POTUS. Go figure!

I dont know if it could fall under match fixing or not since some bets are not part of the game play.

I assume any person working with or for an NFL team who makes a decision for profit would be in trouble with the league and there would be some negative consequences.

Most of the strange prop bets have limits you can bet.

They limited the over under on the national anthem to $12.00, after a $12 bet they moved the line a significant amount(wimps).

If statue is too narrowly focus, then it can create lots of loop holes. And if the status is too broad, then it could be problematic in enforcement. My guess is the statue that governs betting is not limited to sport betting only, and is broad enough to cover all kind of bets, .

What will stop this is that no place will take a high betting limit on something that could be colluded on such as this. Go to your local book and try to even bet like $500 on the coin toss. Usually limits are like $50... let alone colluding and trying to put down tens of thousands or even more.
Playing it correctly means you've already won.

don't see the crime here. The coin flip will be what the coin flip will be. What he calls has no effect on the outcome of the flip, so he didn't influence the actual act of the flip.

The bet isn't on what the coin lands on, but what the captain calls.

I think somebody asked a similar question in another thread here. Some bookies were taking bets on Lady Gaga's hair color during the halftime show. If there isn't a law against it, Gaga herself could place a bet on her own hair. Alternatively, if she wanted to troll the bookies, she could see what color was offering the longest odds, and go with that color just to watch them squeal.
