I assume the first three cards drawn after the pair of 2s have to be the "three more 2s."
If so:
4 decks: 16 2s out of 208 cards
16/208 x 15/207 x 14/206 x 13/205 x 12/204 = about 1 / 707,654
HE = (707,653 - 20,000) / 707,654 = 97.17%
6 decks: 24 2s out of 312 cards
24/312 x 23/311 x 22/310 x 21/309 x 20/308 = about 1 / 561,274
HE = (561,273 - 20,000) / 561,274 = 96.44%
If so:
4 decks: 16 2s out of 208 cards

Probably not that high because I have had something similar happen with 8's.
