21.5 "Pure Blackjack" -- What the heck IS this?

Talked to a buddy of mine yesterday who put me on to this "21.5" Pure Blackjack game, said he had to train for it....Here's the link, anyone around here know this game? It seems to have something in common with California Blackjack, but it also has some twists. Any and all feedback greatly appreciated.... Link --

Ignoring the fact that the game is California with its stupid rules about player-banking and collection fees, this is 6:5 blackjack with the option to tie if you bust and the dealer busts with 8-8-8.
Otherwise, it's H17, split up to 4 times, DAS, double on any two cards, and surrender. The fact that a face card is worth 10.5 only applies when dealt with an A which means you have blackjack anyway.
Looks stupid to me. Just call it 6:5 BJ with a minor player advantage of pushing when you both bust and the dealer has 8-8-8.
What did I miss otherwise?

Push a bust with a dealer hand of 888? Why even bother putting that in there...lol
