So I'm just curious. I remember there being "no commission" baccarat tables at the Hustler Casino in California, but it made me wonder... It I'm betting banker and there is no commission doesn't that lower the house edge below the typical 1.06%? And if so what does it lower it to? And why would the casino do this?

If there's a compensating house edge mechanism, such as a winning Banker three card 7's pushing, then no, the house edge is not absent or lowered. See EZ Baccarat.
The casinos would offer commission-free games because all the additional commission handling slows down the game with additional game work.

Hustler uses the "banker wins with a 3-card 7 is a push" rule. Graton, north of San Francisco, does the same thing with its no-commission baccarat.

As far as I understand there is no rule like that. I know they have a Panda and Dragon Bonus so I thought that's where they make up their losses from the commission.

There has to be a push on a banker's winning three card 7 in the game you describe.
EZ Baccarat, which has the Dragon Bonus bet that is triggered by a Banker's winning three-card 7, is based on this game mechanism being present.
If not, the Banker's bet has a player advantage of 1.2%.
If this casino is improperly offering the game, then they'll figure it out soon enough. There will be an AP player feeding frenzy.

Ok so it looks like a three-card winning banker hand with a total of 7 is a push. Didn't know that when I played there a while ago. So that means in that case it's still a 1.06% house edge? Also I'm guessing that would be the lowest house edge game in that casino? It's $1 per play in other games such as Ultimate Texas Hold 'Em and blackjack.

It's actually lower then that by a little because of the bonus that they offer with no extra cost to the player
